Two red “Trump 2028” hats displayed on Donald Trump’s desk during a September 29, 2025, government funding meeting reignited speculation about a third presidential term. Hakeem Jeffries criticized the display, while an AI-generated video Trump later shared mocking Democratic leaders added to the controversy. Negotiations failed to prevent a government shutdown on October 1.
Despite the speculation, the 22nd Amendment prohibits anyone from being elected president more than twice. Trump’s victories in 2016 and 2024 reached that limit, regardless of his nonconsecutive terms. The hats did not constitute a formal campaign announcement or change the constitutional restriction.
